In a bizarre move, higher education department has entrusted an additional secretary to operate the funds sanctioned for the newly set up Sree Narayana Guru Open University. A government order, in this regard, said an additional secretary in charge of Asian Development Bank-funded additional skill acquisition programme (ASAP) will handle the first tranche of funds, Rs 2 crore, sanctioned to meet university expenses. The government recently converted ASAP into a company and appointed higher education secretary Usha Titus, who is supposed to superannuate in January, as the company CMD.
