A report by a government-appointed committee to ascertain whether the content of an audit report by the Comptroller and Auditor General (CAG) was leaked to the media before it was tabled in the assembly has said that the possibility of such a deliberate leak by insiders in the home department or the line departments cannot be ruled out.
